We have seeked advice from an experienced Djembe drummer teacher, they recommend going no smaller than 8”. Not only it this for the sound but the smaller they are pupils can often hit the sides of the drums and hurt their hands. This is why 8" is the smallest drum in our kit. 

If teaching a class they are recommending 3 different sizes, this not only offers different sounds making it more interesting but some smaller children are better suited to different sizes. The more sizes you have the more options you have.
